Minimum installed-version age (days) before the stale-install banner shows.
Deliberately a separate knob from INSTALLED_AGE_NOTICE_DAYS, which they
currently coincide with: that one only adds an age phrase to a notice the user
asked for, while this one forces a persistent header banner. Tune them apart
rather than collapsing them into one constant.
