Defaults to ~/.deepagents/config.toml. Passing a path also
excludes managed policy from this read, so production callers must
pass None.
Check if a warning key is suppressed in the config file.
Reads the [warnings].suppress list from managed config merged over
config.toml and checks whether key is present. A managed suppression
still applies when the user file is unusable.
