Validate every user-controlled section of a goal-state notice.

## Signature

## Parameters

| Name | Type | Required | Description |
|------|------|----------|-------------|
| `objective` | `str \| None` | Yes | Actionable goal objective, when present. |
| `criteria` | `str \| None` | Yes | Active acceptance criteria, when present. |
| `status_note` | `str \| None` | Yes | Current completion evidence or blocker note. |
| `prior_blocker` | `str \| None` | No | Blocker copied into the one-time resume notice. (default: `None`) |
