Collect version facts for the running `deepagents-code` distribution.

## Signature

```python
collect_cli_version_info() -> DistributionVersion
```

## Returns

`DistributionVersion`

The structured CLI version facts. The status is `"resolved"` whenever a
source or metadata version is available, `"not_installed"` when the
metadata is genuinely missing (`PackageNotFoundError`) and no source
version is available, and `"error"` on an unexpected metadata failure
with no source fallback.
