# collect_retry_config_startup

Return retry diagnostics and the retry kwarg dcode will force.

## Signature

```python
collect_retry_config_startup(
    provider: str | None = None,
    model_kwargs: Mapping[str, Any] | None = None,
) -> tuple[list[str], set[str]]
```

## Parameters

| Name | Type | Required | Description |
|------|------|----------|-------------|
| `provider` | `str \| None` | No | Effective model provider, when it is already resolved. (default: `None`) |
| `model_kwargs` | `Mapping[str, Any] \| None` | No | Constructor kwargs the run will supply, used to detect a custom provider's retry control. (default: `None`) |

## Returns

`list[str]`

User-facing diagnostics, and the retry kwarg names `create_model` will
