Retry pending settlements and read the durable subtotal.

## Signature

load_cost(
    thread_id: str,
) -> CostBreakdown | None
```

## Parameters

| `thread_id` | `str` | Yes | Thread whose side questions were charged. |

## Returns

`CostBreakdown | None`

The saved breakdown, or `None` when no side usage has been saved.
