Returns an immutable instance of [TtlSettings]. Further updates to this [Builder] will not mutate the returned instance. The following fields are required:

.id()
.configuredBy()
.createdAt()
.defaultTraceTier()
.organizationId()
.updatedAt()

• Throws IllegalStateException: if any required field is unset.
